Chevron
imposed a transfer fee on gasoline station owners when they sold their
stations. The owners contended that the transfer fee was illegal. AEP
analyzed the transfer fees and provided testimony that the fees were economically
efficient. |

A
waste disposal company disposed the waste of a chemical manufacturer.
Subsequent to the disposal, the laws regulating such disposal changed,
and the waste disposal company incurred substantial costs to be in compliance
with the new regulations. The waste disposal company sought reimbursement
from the chemical manufacturer. AEP provided testimony on the economically
efficient way that such costs should be recovered, and testimony that
the amounts the chemical manufacturer had paid were substantially less
than the social costs to dispose the waste. |
